What is the EA Report?

The EA examines the potential environmental impacts of a proposal to relocate Nashville MTA’s existing on-street bus transfer facility at 5th Avenue, North and Deaderick Street to an “off-street” location within downtown Nashville on the north side of Charlotte Avenue, between 4th and 5th Avenues North.

This new facility, originally called “Central Station,” was recently renamed as “Music City Central.”

The EA is required under the National Environmental Policy Act to assess a wide range of concerns including impacts on the social, economic and natural environment and was prepared under 23 Code of Federal Regulations (CFR) Part 771. No significant impacts have been noted in the draft Environmental Assessment other than the project not yet being included in the regional Long-Range Transportation Plan or Transportation Improvement Program. The project is expected to be included in these documents by the end of 2005.

Quick overview of proposed Music City Central

The new facility would contain space for twenty-four buses on two levels (twelve buses on each level), and each of the twenty-four bus bays would be designed to accommodate articulated vehicles. One level would be accessed from 4th Avenue and the other level would be accessed from 5th Avenue.

In addition to office space to house MTA’s functions, ancillary space for retail tenants would also be provided. Further, an above- ground parking deck over Music City Central would be included to replace displaced parking from existing garages on the site. In addition to the above-ground parking structure, affordable apartments are also planned to be located on top of the above-ground parking.

The location and features of this proposed new facility was the result of an extensive site selection and feasibility study conducted in the last half of 2004. The study received public input including a general public meeting in March 2005.
