| Background
The purpose of Phase I, Systems Planning, was to perform an assessment of the current downtown Nashville transit facility and then identify, program, evaluate and select a site for a new off-street facility. Subsequent Phases II, III, and IV will involve preliminary engineering and environmental documentation, the preparation of the final
design and the construction of the facility respectively.
Report Overview
The Phase I Summary Report documents the process used to program the size of the facility, identify several potential sites, evaluate those sites and select a preferred location for the new transit center.
Section 2 documents the assessment of the existing on-street Deaderick “Petway” Transit Mall. The assessment focuses on four key criteria: safety, convenience, operational functionality and flexibility/expandability.
Section 3 provides the details for the ridership and operations analysis including the delineation of the "sweet spot," the ideal location for a new transit center based on minimizing the impact to riders and transit operations. The ridership analysis included an on/off passenger count and an intercept survey both of which are summarized in Section 3 along with the "sweet spot" analysis.
Section 4 includes the programming to determine space requirements, the selection of initial sites, and the evaluation process to select a preferred site.
Section 5 presents the concept design which was developed through a charrette process by the steering committee.
The public participation elements are described in Section 6 including the steering committee, the public open house, the project newsletter and the project website.
