Title: RTA Master Plan
Short Description: The Regional Transportation Authority of Middle Tennessee (RTA) is seeking proposals from qualified transit planning professionals (Consultant) to create RTA’s first Master Plan. The document will clarify the regional vision for transit that has been developed by the Nashville Area MPO 2035 Plan, and provide concrete steps to move toward that vision. Developing the RTA Master Plan will require close coordination and cooperation between multiple transportation planning agencies, specifically the Nashville Area Metropolitan Planning Organization (MPO) and the Transit Alliance of Middle Tennessee to coordinate the role of the RTA Master Plan within the broader context of planning within the region. The MPO is currently working on the 2040 Regional Transportation Plan (RTP), which is an update to the 2035 RTP that was adopted in December of 2010. As part of the transportation planning process, the MPO utilizes their analysis of existing and forecasted future land-use, travel patterns, and transportation demand, to establish a vision for transit in the Middle Tennessee area. The RTA Master Plan will operationalize the region’s transit vision identified in the MPO’s RTP and will establish policies for project development and service delivery. RTA and the MPO have worked closely to develop the transit elements in the current 2035 Regional Plan and we look for that to continue as the MPO updates the plan and we embark on establishing the RTA Master Plan. Additionally, the RTA Master Plan process will need to coordinate with other on-going planning activities throughout the region such as the Nashville MTA Master Plan Update, Nashville Next (Nashville’s 2040 General Plan), and any transit planning activities of local area agencies such as the Franklin Transit Authority or Murfreesboro Rover.
